I've used these guys for years. Very professional, very prompt. They have free schematic capture and PCB design software on their web site. Note that they use a proprietary file format, so you can't exchange data with other tools. The "3 for $51" deal is for a fixed size board (they fix the size, not you) and it's two layers.
When you submit your project electronically over the net, it takes about 10-15 seconds to get a confirmation. Within minutes you'll get an email telling you exactly when the boards will be produced, when they'll be mailed and what day you'll get them. I've placed orders early Monday and had the boards by the weekend.
I can recommend them for hobbyist work, but since I don't do PC boards for a living, I can't compare them to other board houses.

I'm looking into a DIY project and the forums I was reading, all of the guys used this service. It actually looks pretty nice.
They give you free schematic capture and board layout software. The PCB software will tell you how much it will cost to fab, etc.
